On July 7, a Grafton police officer was on patrol in the 1400 block of Wisconsin Avenue when he heard a male yell something incoherent. He then saw Kelley walking from a residence and into the Papa John’s parking lot and yell at something.

The officer tried to stop Kelley while leaving the parking lot, but he turned the other way. The officer told him to stop, but Kelley began to run away.

Officers chased him for several blocks but were unable to catch him as he ran and jumped a fence. However, they were eventually able to stun him with a Taser and take him into custody.

Kelley began to yell at officers while being taken into custody and then threatened to kick out the windows of the squad car.

It is unclear why Kelley ran, though he does have a history with law enforcement encouters, including a third-offense OWI charge in 2011 and resisting an officer in 2008.

He will make his initial appearance in court Sept. 12.
