Officers made contact with Philp in the Beck's Exon parking lot, the complaint said. He addmitted to drinking but said he had stopped at about 8 p.m. earlier that evening. The officer conducted field sobriety tests which showed his "ability to follow directions was impaired."Β

A preliminary breathalizer test showed a .10 blood alcohol content, the complaint said. A blood test later confirmed that number.
