Target Parking Lot Drug Bust Ends in Charges for Two Suspects

Ozaukee County law enforcement officials caught the two suspects as part of an undercover sting.

A 23-year-old Oak Creek woman and a 26-year-old South Milwaukee man face charges after an undercover heroin bust lead to their arrest in Ozaukee County.

Alexis Fecteau, of Oak Creek, was charged in Ozaukee County Circuit Court on Friday with six felony counts of manufacturing and delivering heroin and faces 75 years in prison and $150,000 in fines.

Dennis Vallier, of South Milwaukee, was charged Friday with six felony counts of manufacturing and delivering heroin as well as one charge for obstructing an officer anf faces 75 years 9 months in prison and $160,000 in fines. He was also charged on Monday with operating while intoxicated.

In early April, undercover officers made contact with both Vallier and Fecteau on multiple occasions with the intent to purchase heroin, according to the criminal complaint. The officer would meet with either Vallier or Fecteau in the Bed Bath & Beyond parking lot in Mequon to make the exchange. These exchanges occured between April 3 and April 9.

On April 11, undercover officers asked both Vallier and Fecteau to meet them in the Target parking lot in Grafton to purchase 4 grams of heroin for $900, the complaint said. While making the exchange, Fecteau pulled out a scale and showed 4.6 grams of heroin being sold to the officers for $900.

Officers later weighed the drug after confirming it was heroin, at at weight of 2.7 grams, the complaint said. On April 18, undercover officers again asked to meet the two for a purchase of heoin in the Target parking lot in Grafton. While the exchange was taking place, other law enforcement officials were watching,

After the transaction was made, officers surrounded the vehicle; Vallier was driving at this time, the complaint said. An officer dressed in his uniform pointed a gun at Vallier's vehicle and ordered the defendants to show their hands. Vallier at this point backed his vehicle into one of the squad cars. He refused to leave his vehicle, so officers had to get him out and force him to the ground.

Vallier and Fecteau will appear in court at 10 a.m. May 13 for a status hearing.
