Roll-Your-Own Cigarette Shop Operations Halted — Again

A court ruling again makes RYO tobacco shops illegal if they are operating without a manufacturer's license — something that costs far too much for these small business owners.

Just when Port's Smoke Shack owner Corey Judson thought all would return to normal with his Roll-Your-Own cigarette shop, a court decision again put the brakes on his operation. After getting word on Aug. 17 that pending legal action would allow him to operate without manufacturers' license — a requirement created under a law passed in July as part of the federal transportation bill, one that RYO stores hired attorneys and created a petition to overturn  — Judson said he had his store ready to start operating RYO machines by Aug. 20. But on Aug. 20, Judson learned that the U.S. Sixth Circuit Court of Appeals ruled on a different case from 2010 that again classified RYO cigarette shops as manufacturers, and that he would now have until Aug…

Darling, Ott Propose Tougher Drunken Driving Laws

Legislation would criminalize some first time offenses, make third offense a felony

State Sen. Alberta Darling and Rep. Jim Ott announced on Friday proposed legislation that would increase the penalties for drunken driving offenses, including criminalizing some first time offenses. The proposed law would make a driver with .15 blood alcohol content a misdemeanor rather than a municipal offense. A second proposal makes a third time offense a felony. A blood alcohol content of .08 is considered evidence of drunken driving. Ott acknowledged that the measure will probably not make it to the Assembly floor before September, weeks after Darling is expected to face Rep. Sandy Pasch, a Democrat, in a recall election. Tougher drunken driving legislation is perennially introduced in Wisconsin’s state house but without much success…

John raises two good points here. It appears that once again our Republican Senators are paying "lip service" to a great idea, but not doing what is really needed to make it happen. There is a huge fiscal component to this that they will refuse to address.   more ›
