New legislation aiming to lessen the amount of puppy mills across the state became effective June 1, and state animal shelters are preparing for an influx of pets.
It's a doggy-dog world out there, and in some areas of Wisconsin its starting to get a little more doggier. That's because dog breeders and shelters are now under stricter rules from the state as legislation regulating breeders and sellers in an attempt to stamp out puppy mill practices became effective June 1. "Really it’s benefits (are) all around, especially from the dog’s point of view," said Angela Speed, director of development at the Ozaukee Humane Society. The law, enacted in December 2009, requires breeders and shelters that sell more than 25 puppies from more than three litters to obtain a license from the state that can cost anywhere from $250 to $1,000.
